This approach does not scale in distributed systems.

Effective governance must be enforced programmatically through infrastructure:

  • identity and access management systems
  • role-based and attribute-based controls
  • policy enforcement engines
  • audit logging and monitoring

When governance is embedded into infrastructure, it becomes part of system execution.

The distinction is not procedural.

It is architectural.
