Effective governance must be enforced programmatically through infrastructure:
- identity and access management systems
- role-based and attribute-based controls
- policy enforcement engines
- audit logging and monitoring
When governance is embedded into infrastructure, it becomes part of system execution.
The distinction is not procedural.
It is architectural.
